Unable to moderate ticket due to inability to see permissions

When I submit a ticket anonymously, I get the following error:

"The TicketModerator plugin is active, but there are no available users with MODERATOR permissions. As a result, we cannot accept your submission as there there is no one to route your submission to for approval. Please contact the site administrator to correct this problem."

The problem is that I do have a user with moderator privileges. I tried setting the user as the default moderator with no change in the results. Looking at the trac.log in debug mode, it seems to not be finding the correct permissions.

I've attached screen shots showing the permissions, the error, and a zip containing the debug log and trac.ini files

I am pretty sure that the problem is that the moderator does not have a valid email configuration (in part, you have disabled e-mail notification in your trac.ini [smtp_enabled = false]). The TicketModerator currently requires that the moderator have a valid e-mail address so that it can notify the selected Moderator -- although there is a request to support disabling mandatory e-mail notification (#3894).

Configuring e-mail for the moderator / TRAC_ADMIN should get things working.
