Add moderation for ticket attachments

Currently, the Trac TicketModerator plugin does not support moderation of ticket attachments. To preserve the intent of the TicketModerator, users requiring moderation are not allowed to submit attachments (the plugin actively hides the buttons and blocks any attempts to upload a ticket attachment).

The scope of the plugin should be expanded to allow users requiring moderation to upload attachments for moderation.

There is definitely still hope. Lately I have been short on personal time, but may get some development in over the upcoming holiday.
