Add support for test suite inheritance

I think that this should be straightforward ... and we may already have hooks for this in the code. But we don't have any documentation about how to do this.

I am interpreting this as one test category (e.g. nightly) would automatically include all the tests from another category (e.g. smoke).

Alas, no. I think we can only support inheritance between suites, not test categories. Now, you _could_ have a suite1 that does smoke tests, and suite2 that does nightly tests, where suite2 inherits from suite1.

But the logic related to the suite categories ('smoke' and 'nightly') does not relate to suite inheritance.
