Create a plugin that enumerates files that appear to omit necessary copyright statements.

I think the current thinking (based on an 8/17 email) is that Bill will write a script that will look for copyright statements and create a JUnit-style XML report for all files where passed indicates the copyright is OK, failed indicates the copyright is missing but should be there, and skipped indicates the file type doesn't support the copyright assertion (e.g. binary file, or a file that doesn't support comments).

Where should we put this script?

My notes have it as a new package in FAST, however, it might make more sense to have it be a "Hudson mini-project" inside of hudson. I don't see this script as something that will be versioned or widely released as a separate project.

I'm somewhat unenthusiastic about having this be a Hudson mini-project. This is not a Hudson-specific utility. Rather, this is more like gcovr: a stand-alone script that provides a summary of test failures.
