Add moderation for authenticated users (fix MODERATOR_UNMODERATED permission)

I was under the impression that any user without the MODERATOR_UNMODERATED permission would be subject to moderation (authenticated or not). This does not seem to be the case. Would it be possible to add this functionality? i.e. I had given the "authenticated" group MODERATOR_UNMODERATED permissions. Today I removed that permission and expected all users' tickets (authenticated or not) to be subject to the moderation queue.

You are correct: all users without the MODERATOR_UNMODERATED permission should require moderation. There is, of course, one caveat: users with TRAC_ADMIN permissions by definition have all permissions, and will never require moderation.

Can you tell me what permissions the users who did not appear to require moderation had?

Of course the user I was testing with had TRAC_ADMIN rights... Tested with another user account and things seem to be working as anticipated. The TRAC_ADMIN caveat had completely slipped my mind.
