Add moderation for authenticated users (fix MODERATOR_UNMODERATED permission)

I was under the impression that any user without the MODERATOR_UNMODERATED permission would be subject to moderation (authenticated or not). This does not seem to be the case. Would it be possible to add this functionality? i.e. I had given the "authenticated" group MODERATOR_UNMODERATED permissions. Today I removed that permission and expected all users' tickets (authenticated or not) to be subject to the moderation queue.
