Add notification for ticket rejection

Description

Would it be possible to add notification for users when their tickets have been rejected? Currently they get an email when they have been accepted (and they transition from the moderation pool to a real ticket), but there is no notification if they have been rejected.

Perhaps a reason for the rejection could be included.

To take it even farther, perhaps replies to tickets could be made before they're accepted/rejected i.e. to request more clarity on the submitted ticket.

We originally considered having this capability for rejected submissions and eventually decided to drop it. The argument was that the intent behind the moderator was not to censor tickets that we did not approve of, but rather to reject completely inappropriate content (i.e. ticket spam). The latter category rarely includes a valid e-mail address -- and even if it did, it is likely that the address did not belong to the original submitter. We felt that the risk of sending unsolicited rejection e-mail -- including the (possibly malicious) original ticket content -- was a higher risk than sending no rejection e-mail at all.

I will certainly consider adding this as a feature, but the default will be to leave it disabled for the security/privacy reasons I just mentioned.

As far as rejecting a ticket e.g. in order to ask for more clarity, my mode has typically been to accept the ticket and then immediately add a comment to the ticket asking for more detail. If they provided a valid e-mail address (at least on our Trac sites), the submitter will receive the comment notification e-mail.
