Setup the Hudson 'publisher' facility to export results on s.s.g.

This is becoming a more pressing issue, since we are now relying on Hudson for SPOT builds.

I think there are configuration issues holding this up on s.s.g., but I'll let John comment on that.

I do not believe that there are any technical or management issues holding this up; I just haven't pushed Bill to get it done.

I'm raising the criticality of this, and tieing this directly to the FAST 2.1 milestone.

The build-publisher is installed and running on s.s.g. The problems we were seeing in getting builds to publish cleanly were fixed by upgrading to the trunk version of the plugin (1.5-SNAPSHOT).

There is still a nagging issue with the plugin: we can't disable the build triggers on the mirror, so the mirror is still polling the SCM and queuing time-triggered builds. Since most builds are tied to a node label, they sit indefinitely in the build queue and never run. Nevertheless, since this doesn't affect the ability to publish builds to s.s.g, I am closing this ticket.

We are now running a customized version of the build-publisher plugin on the private master Hudson instance that disables the build triggers when it ships the project out to the public mirror.
