PICO slowdown causing test failures

The following tests are experiencing a slowdown that is causing the standard PICO tests to fail. The problem is that we impose a one-minute timelimit, which these tests are exceeding.

It appears that these failures are due to the MIP heuristic. I think we need to review the configuration of this for these problems: mod010 and cdmulti

Should we adapt the test framework to omit these, or perhaps use a looser tolerance?

This is part of the test suite question, but I will leave as an independent ticket for now.

We should see if Ojas's warm start fixes have helped this.
