Revise definition of 'nightly' tests

On some platforms, like PC's running cygwin, Acro builds take so long that it's unlikely that we can do many tests within a given time-frame. One option, then, is to use multiple PC's to test various options. However, this poses a greater administration load for testing.

An alternative is to redefine the definition of a 'nightly' test. My idea is to revise the db_summary script to find all tests that were started within the past 24 hours and summarize those.

Our use of Hudson has made this issue moot. Hudson will dynamically reschedule jobs as machines become available.
