Fixup solution I/O when performing enumeration

There are two parts to writing solution info that need to be updated for enumeration. First,there's the ordinary writing or solutions to files. Second there's the "earlyOutput" feature, which writes creates a solution file whenever a new incumbent has established itself for a certain amount of time.

Eventually, I think we'd want enumeration to print the best solution value found, rather than just not printing anything.

The "printing nothing" part of this bug has been fixed.

What remains are some enhancements:

  1. Have "early output" to dump more than one solution
  1. Do some smart signal handling of C, so that you get the solution

I am not sure making early output dump more than one solution is a good idea, at least the way early output currently works. It could result in quadratically increasing overhead as the run progresses.

Since the "printing nothing" part is fixed, I'm pushing this off to the next release; maybe we should rename it "redesign early output".

I think the best way to handle this is by using the checkpoint feature. The repository is checkpointed, but in a separate file for each processor in binary format. I can create a command-line option to just read in a checkpoint and immediately write a text-formatted sorted repository.

Once we have this feature, we might want to consider phasing out the earlyOutput feature.
